When population is increasing in number, problems arise: fire and damage, then you'll need prefectures and engineers, and so on. The bigger the city you have built, the more facilities you'll need to provide to the citizen. The key is how to design a city so that all facilities can run in balance. On first play, you will likely lose. But that's ok, because you will learn from that and finally enjoy the game.
